Seeking Applications for Zoning Advisory Committee

The City of Los Angeles is embarking on re:code LA, the first comprehensive revision of its Zoning Code in 67 years. Modernizing and streamlining the antiquated Code is a key component of the City’s Development Reform Strategic Plan and is one of the Department of City Planning’s (DCP) priority projects. DCP is seeking applications from local leaders and stakeholders to participate in a Zoning Advisory Committee (ZAC), a policy-oriented body formed specifically to advise DCP on the code rewrite on this critical multi-year effort.
The ZAC will be composed of individuals representing a variety of stakeholder interests. Extra selection consideration will be given to applicants representing more than one stakeholder group. Individuals seeking to represent groups or organizations will need to submit a letter of support, on letterhead, for each listed. Each group or organization may choose to support multiple individuals, but will need to do so in writing. Stakeholder representation may include the following groups:
- Building Industry
- Chambers of Commerce
- Professional Associations
- Certified Neighborhood Councils
- Homeowner Association Groups
- Non-Affiliated Los Angeles Residents
- Housing Advocates
- Downtown Organizations
- Other Stakeholder Groups
ZAC members are strongly encouraged to supply their own digital tablet or laptop computer, as documents and material will be delivered digitally in order to minimize the use of paper.
The 15 to 17 individuals selected for this committee will play key roles in advising the City and consultant staff on zoning policy direction and provide guidance during the development of the new Zoning Code. Members of the ZAC will be announced by November 2013 and are expected to meet regularly (e.g., monthly or bi-monthly) until project completion in 2017. Please keep in mind that we will not be allowing proxy representation. A proxy is a person who is designated by another to represent that individual at a meeting.
Sections of the new Code to be discussed include, but will not be limited to:
- Unified Downtown Development Code
- Industrial Zones
- Commercial Zones
- Multi-Family Residential Zones
- Orientation Districts
- Nonconforming Rights
- Parking & Signs
- Parks & Open Space
- Public Right-of-Way
- Transfer of Development Rights
The DCP will deliver all sections of the new Zoning Code to the City Planning Commission by December 2017. However, a Unified Downtown Development Code is scheduled to be delivered to the City Planning Commission within two years in 2015. In order to guarantee continuity, all ZAC applicants are asked to consider this as a 5-year commitment.
